David Padrino has focused his career on supporting transformations in government service delivery leveraging over 20 years of experience across the private, public and non-profit sectors. Most recently, David served as the chief transformation officer at the U.S. Office of Personnel Management (OPM), where he designed and launched an agency wide transformation program focused on improving the agency's overall performance, customer focus and organizational health. David started his time at OPM as the leader for the newly formed Office of Human Capital Data Management and Modernization (HCDMM). At HCDMM, David paved the way for the agency's first data strategy and launch of major customer focused data products, while supporting growth in employee engagement. Prior to working at OPM, David held a series of leadership roles in Colorado state government. He served as the state's first chief performance officer for then-governor John Hickenlooper and as chief of staff to the lieutenant governor and chief operating officer. David built a program and range of initiatives to improve performance management, operational efficiency and talent development across the $30B state enterprise. In 2018, national non-profit Results for America named Colorado one of the top five leading states at using data and evidence to deliver results for people, citing numerous initiatives in David's portfolio. He later served as the chief recovery officer for the state's attorney general to help support the state's response to the COVID crisis, focusing on expanded access to broadband for schools. Before joining state government, David spent seven years at the Boston Consulting Group serving large private and public sector clients on strategy, operational improvement and talent management. He completed over 25 client engagements across 10 countries spanning the technology, consumer goods, financial services and healthcare industries, including a multi-year transformation effort for a Fortune 50 technology company. Earlier in his career David created workforce development policy at the New York City Workforce Investment Board and was a Coro Fellow in Public Affairs. David graduated with honors from Vassar College and earned an MBA from the Wharton School at the University of Pennsylvania where he was a Mitchell Fellow and Morgenthau Award winner, selected as one of a handful of students who will "be a force for social good." David has been a lecturer at the University of Colorado – Denver, School of Public Affairs, where he taught a graduate level class on delivering results in government. He lives in Washington, D.C. with his wife and three daughters.
