Excise Tax EDI Application and Participation

Each prospective Electronic Participant must complete a letter of application (LOA) for electronic filing of Forms 720-TO and 720-CS. Applicants must agree to follow all requirements and specifications and successfully complete testing as outlined in the LOA process to participate in the electronic filing program.

How to Submit the Letter of Application (LOA)

Mail the completed LOA to:

Change in Authorized Signatory

If a change in the Authorized Signatory occurs, the Information Provider must submit a revised letter of application (LOA).  The IRS will send the Authorized Signatory a letter with the authorization code and sender ID’s. The Authorized Signatory must acknowledge receipt of the letter by returning the signed Acknowledgment of Receipt to:

Application Status

The IRS will respond to the letter of application (LOA) within 15-business days of receipt. If the LOA is for a new applicant, letters will be mailed to the contacts and Authorized Signatory identified on the applicant's LOA, with the following information: · User-ID and Password · IRS-provided 10-character Authorization Code · Acknowledgment of Receipt of the letters must be signed and returned to the IRS. For a revised LOA, if there is any change from the original LOA that was submitted, then letter(s) will be mailed out which must be signed and returned to the IRS at:
