HCTC: Partners - Employers and Unions

This page offers tips on how employers and unions can help spread the word about the HCTC. Trade Adjustment Assistance (TAA) recipients and Pension Benefit Guaranty Corporation (PBGC) payees must make many important, time-sensitive decisions following a TAA certification or trusteeship of their pensions. It is important they receive accurate and timely information about the HCTC at the same time so they can make educated decisions about their health coverage.

If your company has recently become trade-certified or your company's pensions have been trusteed by the PBGC, please read the important information below. This information also pertains to unions.


Employers and Unions

Employers and unions can help individuals understand the HCTC by:

  • Explaining basic TAA or PBGC eligibility requirements for the HCTC. See the TAA Information Guide if you are working with TAA recipients or the PBGC Information Guide if you are working with PBGC payees.
  • Identifying important HCTC deadlines
  • Informing individuals that it may take up to four weeks for a health plan to receive the first monthly HCTC payment, and that there may be state-level assistance, called a NEG Bridge/Gap Filler Grant available to help pay for their health plan premium costs until that time
  • Emphasizing the need to retain TAA benefits each month to keep HCTC eligibility

How You Help

By providing key information to employees at the appropriate times throughout their TAA Certification or PBGC trusteeship, employers and unions can help individuals become and remain eligible for the HCTC. See below for key materials for distribution:

  • PBGC Information Guide- provides an overview of eligibility requirements, how the tax credit works, and how to register for PBGC payees.


To see the status of a trusteeship or TAA certification

To see if your company’s pension has been assumed by the PBGC visit and search the List of PBGC-Trusteed Plans for your company's name.

To determine if your company has been TAA/ATAA certified by the DOL or to find the status of a petition you submitted visit the DOL Search Site and search for your company name.
