States Can Transmit Their Own Test Returns in Modernized e-File (MeF)
Upon request, the IRS can upload dummy returns to the Assurance Testing System (ATS) for those states testing their A2A web services. However, states may find it more advantageous to transmit their own test returns to the ATS system. States that elect to transmit their own state returns must follow these steps to gain access:
- Send an e-mail to the MeF Mailbox and request permission to transmit MeF test returns directly to IRS.
- IRS will set up the State in a separate e-Services account as a software developer. Software developers can only transmit to ATS. They cannot transmit to production.
- The State will then create different system IDs for the software developer account using Automated Enrollment. The State will not be able to use their state account or system IDs to transmit.
Note: The same certificates can be used for both the State account and the software developer account.
When multiple accounts exist in e-Services, we strongly recommend that they be named differently. There have been problems accessing all the information when multiple accounts have the same name.
