Alert - New Law to Deduct Certain Contributions for Haiti Relief
A new tax relief law allows taxpayers who contributed in 2010 to charities providing earthquake relief in Haiti to claim these donations on their 2009 tax return. To deduct these contributions, taxpayers must itemize the deductions on Schedule A (Form 1040) or Schedule A (Form 1040NR).
If you ordered Form 1040 Sch A, you will be receiving an automatic shipment of Notice 1396, Certain Cash Contributions for Haiti Relief Can Be Deducted on your 2009 Tax Return , which should be placed near Form 1040 A.
Notice 1396 will be shipped as follows:
- If you ordered 50 or 250 Form 1040 Sch A you will receive 50 Notice 1396
- If you ordered 750 or 1500 Form 1040 Sch A you will receive 300 Notice 1396
- If you ordered 3000 or more of Form 1040 Sch A you will receive 500 Notice 1396
If you need to place a reorder for Notice 1396, send an e-mail to wi.tfop.administrator@irs.gov; include the quantity needed, your account number, name, address, and add "Notice 1396" to the subject line.
Alert - Instructions for 1040 Schedule A and 1040 Schedule M are included in the 1040 ALL instructions.
The 2009 instructions for Schedule A (Form 1040), Itemized Deductions, and the 2009 instructions for Schedule M (Form 1040A or 1040), Making Work Pay and Government Retiree Credits, will not ship as a separate product.
The instructions for Schedule A and Schedule M were inadvertently included on the e-order Form 8635, Tax Forms Outlet Program (TFOP) Order Form, as separate products. If you ordered separate instructions for Schedule A or Schedule M, you will receive 2009 Instruction 1040-ALL, Instructions for Form 1040 U.S. Individual Income Tax Return and Schedule A, B, C, D, E, F, J, and SE. Please place a reorder for Instruction 1040-ALL when initial stock is low. We apologize for any inconvenience this may cause.

Employer products are no longer available through Tax Forms Outlet Program (TFOP)
TFOP provides libraries and post offices with tax products that support the individual tax return filers. We specifically design our TFOP product offering to reflect individual taxpayer needs. However, customers wanting employer products (i.e. 1099 forms, W-2, etc.) are best served by accessing the IRS Employer website or by contacting an IRS representative at 1800-TAX-FORM (1-800-829-3676) to place an order for the printed version of these tax products. Some forms provided as electronic files on IRS.gov are for information purposes only and should not be reproduced on personal computer printers and filed with the IRS. Publication 4604 is a flyer you can easily distribute to your customers wanting employer forms.

Announcement of Major Program and Product Changes for Tax Year 2009
Below is a list of Program changes:

An e-order Form 8635, Tax Forms Outlet Program (TFOP) Order Form , will be emailed to program partners to order 2009 federal tax products. Please follow the instructions included with Form 8635 to submit orders and reorders.

TFOP orders and reorders will only be accepted via the new e-mail method.

TFOP orders are no longer accepted via fax, telephone, or mail.
- The 1040 Plan products can be ordered in various quantities; there are no longer Plans. TFOP will continue to provide suggested product amounts based on order history but changes can be made to any product amount.
- Tax products not listed on the order form are no longer available through TFOP.
Below is a list of Product changes:

Form 1040 Schedule A/B has been split into two separate forms. Form 1040 Schedule A, Itemized Deductions, which has separate instructions and Form 1040 Schedule B, Interest and Ordinary Dividends, which has the instructions included with the form.
- Form 1040 A Schedule 1, Interest and Ordinary Dividends for Form 1040A Filers, is replaced with Form 1040 Schedule B, Interest and Ordinary Dividends.
- Form 1040 A Schedule 2, Child and Dependent Care Expenses for Form 1040A Filers, is replaced with Form 2441, Child and Dependent Care Expenses.
- Form 1040 A Schedule 3, Credit for the Elderly or the Disabled for Form 1040A Filers, is replaced with Form 1040 Schedule R, Credit for the Elderly or the Disabled.
- Additional new tax products on the order form include Form 1040 Schedule L, Standard Deductions for Certain Filers, and Form 1040 Schedule M, Making Work Pay and Government Retiree Credits.
- Order employer products on the Employer website. Also refer to Publication 4604, Use the Web, for other ordering options.
- By selecting " Previous Years" you can access prior tax year forms, instructions, and most publications. In addition, if Publication 1132, Reproducible Copies of Federal Tax Forms and Instructions, is used as a reference aid, it will be faster and more convenient to access this material from the website.
