Temporary state-level assistance for the HCTC, also called a National Emergency Grant (NEG) Bridge Grant or Gap Filler Grant, is available in some states to help individuals pay 65% of their health plan premiums while they are registering for the Monthly HCTC. This time period, or “gap,” ends when individuals receive their first invoice from the HCTC Program. NEG funds are distributed by the state to individuals if they remain eligible for the HCTC for all “gap” months.
Your state, not the HCTC Program, is responsible for distributing NEG Bridge Grant payments to individuals. States are not required to offer NEG Bridge Grants, but they may apply for this grant through the U.S. Department of Labor (DOL). If your state wants to apply for a NEG Bridge Grant please refer to the U.S. DOL Training and Employment Guidance Letter (TEGL) No. 20-02 for application information.
