HCTC: Requesting Reimbursement |

You can request reimbursement for premiums you paid for qualified coverage while you were eligible and enrolling in the monthly HCTC Program. You can keep this as a credit on your HCTC account to count toward future payments, or you may request to have it returned to you once your credit has been processed. For each month you are requesting reimbursement, you need to confirm that you 1) met all eligibility requirements for the HCTC and 2) made payments directly to a qualified health plan.
- For PBGC payees: Eligibility begins the month after the date printed on your Eligibility Certificate (sent with the HCTC Program Kit).
- For TAA, ATAA, and RTAA recipients: Eligibility begins the month of the date printed on your Eligibility Certificate (sent with the HCTC Program Kit).
- For qualified family members: If you are registering due to Medicare enrollment, a divorce, or the passing of your family member, eligibility begins with the month of Medicare enrollment, or the months in which the divorce was finalized or your family member passes away.
There are two ways in which a reimbursement request can be submitted:

By completing the Reimbursement Request section of the monthly HCTC Registration Form.

By completing the stand alone Reimbursement Request Form.

If you were eligible for the HCTC and paid for qualified coverage prior to the date on your HCTC Eligibility Certificate, you may be able to receive the HCTC when you file your federal tax return using IRS Form 8885.

Reimbursement requests can only be made for the current tax year. If you paid for qualified coverage last year, you would need to claim this amount when you file your federal tax return using IRS Form 8885. If you have already filed your federal tax return, you may amend your tax return for that year.

For each month that you are requesting to be reimbursed, you will need to complete the following steps (please see the Reimbursement Request Form for more details):

Verify that you were eligible for the HCTC and made payments to a qualified health plan.

Provide supporting documents that show proof of the payments you made to your health plan.

Provide additional supporting documents if the health plan for which you are requesting reimbursement differs from the qualified health plan listed in your Monthly HCTC Registration Form.

In order for your reimbursement request to be considered, you must be a Monthly HCTC participant or have an HCTC registration in process.

If your request is approved, reimbursement will be posted as a credit on your monthly HCTC account and HCTC invoice. If your request is not approved, the HCTC Program will send a letter that explains why your request was denied.

Why do I have to submit so many supporting documents in addition to what I already submitted for my monthly HCTC registration?
The HCTC Program is required to confirm your HCTC eligibility, qualified health plan information, and payment information for each month for which you are submitting a reimbursement request. Wherever possible, we have attempted to consolidate information you are submitting, such as allowing the request for multiple months to be submitted in one form and the ability to specify that the health plan for your reimbursement request is the same as the qualified health plan in your registration form.
How much will I be credited for each month?
Once your request is approved, you will receive credit for the federal portion of the health plan premiums you paid. From January –April 2009 the federal portion of the payment was 65% of the premium, and for May 2009-December 2010, the federal portion of the payment is 80% of the premium.
Once I receive the credit on my HCTC account, does that mean I won’t need to make my next payment to HCTC?
Please check your invoice to find out if you will have a payment amount due. If the amount due is zero, then yes, the credit applied to your account was enough to cover your monthly payment to the HCTC.
