Current Valid Schemas for the Modernized e-File (MeF), Excise Tax e-Filing and Compliance (ETEC) Forms 720, 2290 and 8849
The following links provide information and technical guidance for software developers and transmitters who are interested in developing software for the MeF ETEC Forms 720, 2290 and 8849. You will find the XML Schemas, Business Rules, Accepted Forms/Schedules, Due Dates and Extended Due Dates Charts for the ETEC form family and any related announcements here.
These will continue to be updated as changes occur. Form instructions are included in Publication 4163, MeF Handbook for Authorized e-File Providers, and Publication 4164, MeF Guide for Software Developers and Transmitters.
General and program specific testing information for use in completing the Assurance Testing System (ATS) process can be found in the Publication 5078, Modernized e-File (MeF) Test Package Business Submission Assurance Testing System. Test Scenarios for Tax Year 2014 are posted to the Modernized e-File (MeF) Assurance Testing System (ATS) Updates page on irs.gov. Test Scenarios for Tax Year 2015 will be published at a later date.

XML Schemas, Business Rules and Memo – Throughout the year, multiple versions of these documents may be in use at the same time. It is for this reason that special attention should be paid to the Release Memo issue date and the projected start and end dates.
Stylesheets – Forms 720, 2290 and 8849 stylesheets can be downloaded for use in displaying XML tax return data.
