IRS Reaches Major IT Milestone

WASHINGTON –– The Internal Revenue Service announced today that its Applications Development group has achieved Capability Maturity Model Integration (CMMI) Level 3. The IRS is the only large civilian U.S. government agency to have achieved this level of process maturity.
The announcement comes after an independent appraisal of IRS’s application development practices conducted by Software Engineering Services Corporation.
CMMI, which is maintained by the Software Engineering Institute (SEI) at Carnegie Mellon University, is used across the public and private sector. According to SEI, CMMI is a process improvement approach that provides organizations with the essential elements of effective processes, which will improve their performance. CMMI-based process improvement includes identifying organizational process strengths and weaknesses and making process changes to turn weaknesses into strengths.
“Today’s announcement is further evidence of the commitment of the IRS to driving efficiencies, and ensuring that we are good stewards of taxpayer dollars,” said IRS Commissioner Doug Shulman. “I am proud of the information technology team for their commitment to continuous improvement.”
“By substantially improving our processes and management disciplines, the IRS IT organization is able to do more with less,” said IRS Chief Technology Officer Terry Milholland. “In a challenging budget environment, proactive steps like these will allow the IRS to continue to innovate and deliver services to taxpayers.”
