Limited Sources Justification, FAR 8.405-6(a)(1)(i)(B)
This notice is to inform that the Internal Revenue Service (IRS) has awarded a Sole Source award to “Presidio Networked Solutions” for the purchase of professional services to perform an implementation study of USPS Intelligent Mail Barcoding System services expansion of Infoprint Workflow proprietary software . The period of performance is 08/17/2011 through 02/16/2012. The statutory authority permitting other than full and open competition is Section 303(c) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253(c) (1)], implemented under FAR 6.302-1(a), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements.
The IRS has a continuing need for Infoprint Workflow proprietary software to support its Notice Delivery System. This requirement will sole source to Presidio Networked Solutions, Inc. the “professional services” requirement for a “study” of architectural design and pricing requirements to expand use of the existing USPS Intelligent Mail Barcoding services with Infoprint Workflow proprietary software for domestic mail produced by the IRS’s existing Notice Delivery System (NDS). NDS is configured with manufacturer InfoPrint Solutions’ Infoprint Workflow software which has been customized by Infoprint Solutions over the past 10 years to meet IRS mail production requirements. To conduct the study, requires a contractor with detailed knowledge of NDS functionality at the source code level which, because the code is proprietary and open only to manufacturer Infoprint Solutions thereby limits source selection to Infoprint Solutions and its teaming partner Presidio Networked Solutions, Inc. Corporation. Presidio is a GSA Schedule holder and is the only schedule holder with a master agreement with Infoprint Solutions that can sell the necessary “professional services” to perform the requirements of the study.
