Office of Procurement

The Office of Procurement organization is located in Oxon Hill, Maryland, and handles nationwide IRS procurements, requirements for the Martinsburg, WV and Detroit, MI Computing Centers, and all local requirements for the IRS headquarters offices in the Washington, DC metropolitan area. Specific points of contact are detailed below:

Non-Information Technology (IT) Purchases

The Office of Business Operations, headed by Director, Mr. Joe Gregory and Deputy Director, Ms. Cindy Lynn, are responsible for the purchase of all non-information technology (IT) supplies, equipment, and services. This office is responsible for the completion of both simplified acquisitions (less than $100,000) and the award of formal contracts (over $100,000) for non-information technology requirements in the Washington, DC, metropolitan area; the Martinsburg Computing Center in Martinsburg, WV; the Detroit Computing Center in Detroit, MI, and requirements in support of the IRS Nationwide. They are also responsible for overseeing the area procurement organization. Mr. Gregory and Ms. Lynn oversee six branches: the Building Operations Branch headed by Mr. Marvin Taylor, the Support Contracts Branch headed by Ms. Angie Taylor, the Northeast Area Office headed by Mr. Peter DiNicola, the Southeast Area Office headed by Ms. Dotti Hunter, the Midstates Area Office headed by Vacant, and the Western Area Office headed by Ms. Cathy Handy.

Building Operations Branch

The Building Operations Branch is responsible for the purchase of: (1) architect-engineering services; (2) construction; (3) building renovation; (4) custodial services; (5) elevator maintenance; (6) shuttle services; (7) utilities; (8) moving and hauling services; (9) property inventory; (10) parking services; (11) security guard services; (12) building systems operations and maintenance; and (13) mail handling systems. Area (Field) Procurement Offices

The types of acquisitions most frequently performed in the area procurement offices are: (1) statistical support services; (2) surveillance equipment; (3) health services; (4) minor construction; (5) custodial services; (6) building operations and maintenance; (7) utilities; (8) security guard services; (9) recruitment advertising; (10) moving and hauling services; (11) copier services; (12) appraisal services; and (13) training services.

Each area procurement office has an appointed small business specialist to assist small business concerns. The area small business specialists are available to communicate with small business concerns via phone, fax, mail, or e-mail and are also available to meet personally with small businesses by appointment. Information Technology (IT) Purchases

The Office of Information Technology Acquisition, headed by Director, Mr. Bobby McCane and Deputy Directors, Mr. J.T. Smith and Vacant are responsible for the purchase of all Information Technology (IT) supplies, equipment, and services. The office is responsible for the completion of both simplified acquisitions (less than $100,000) and the award of formal contracts (over $100,000) for information technology requirements for both the local area (Washington, DC metropolitan area) and nationwide IRS requirements. There are seven branches in this division: the Telecommunications Branch headed by Mr. Tim Graham, the Enterprise Systems Support Branch headed by Ms. Patty Hoover, the Tier 2/3 Support Branch headed by Ms. Paula Cheetham, the TIPSS Program Branch headed by Vacant, the Corporate Support Branch headed by Cynthia Mitchell, the Modernization Acquisition Branch headed by Vacant, and the TIPSS 4 Acquisition Branch headed by Ms. Tania Davis. The Telecommunications Branch is responsible for telephony & data connectivity requirements.  The Enterprise Systems Support Branch is responsible for Tier 1 (Mainframe), Enterprise Software Agreements, and the HR Connect requirements. The Tier 2/3 Support Branch is responsible for Tier 2 (Server Environment) and Tier 3 (PC) requirements. The TIPSS Program Branch is responsible for the administration of the TIPSS 3 contracts. The Corporate Support Branch is responsible for all of the other IT acquisitions that don’t clearly fit in any of the other branches.  The Modernization Acquisition Branch is responsible for acquisition related to the modernization of IRS' systems processes, and business practices.  The TIPSS 4 Acquisition Branch is responsible for the TIPSS 4 solicitation, evaluation and award.
