Step 2 - Develop Requirements
Statement of Work (SOW)
The SOW is the first key-planning document that is prepared. There are three formats to select from when developing your SOW.
Independent Government Cost Estimate (IGCE)
An IGCE is based on the labor category descriptions and the hours you anticipate needing for your task.
Contractor Housing Justification (Form 13530)
If the Statement of Work (SOW) requires a Contractor to occupy government space, you must complete a Form 13530, Contractor Housing Justification before award of a new TIPSS-3 task. The approved Form 13530 is attached to the SOW.
Section 508
For all TIPSS-3 tasks, you must complete a Section 508 Determination and Findings (D&F) prior to award of a new task order.
Requisition Process
The customer needs to ensure that funding is available and will reach Status 52 (Funds are Open and Available from IFS) in webRTS prior to a new task order or modification award.
