Treasury Acquisition Institute - Contracting Officers Representatives (CORs) (formerly COTRs)
The Federal Acquisition Certification for COTRs (FAC-COTR) issued in November 2007, standardized competencies and training for COTRs/CORs across civilian agencies to improve the collective stewardship of taxpayer dollars.
On January 1, 2012, the Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) memorandum revises and replaces the FAC-COTR to better reflect the importance of the COR role and establish a risk-based, three-tiered certification program for civilian agencies. The term “COTR” is changed to “COR” to align with the Federal Acquisition Regulation (FAR).
The new FAC-COR has three levels of certification with varying requirements for training, experience and continuous learning, depending on the types of contracts managed. For more information on the new policy, please visit the Federal Acquisition Institute's (FAI) FAC-COR web page.
