Release Memo for Form 94x Modernized e-File (MeF) Quarterly Forms (2017v4.0)

MeF 94x Stakeholders:

The 941x Quarterly Forms Schemas and Business Rules for Tax Year 2017, which included tax year updates and legislative changes for the Qualified Small Business Payroll Tax Credit for Increasing Research Activities and Certified Professional Employer Organization (CPEO) program, were made available on November 10, 2016. A Business Rule Change Page for Form 941 quarterly forms will be made available on September 3, 2019. These Schemas and Business Rules will be used in ATS. The Production date is being finalized and will be provided at a later date.

The distribution of MeF Schemas and Business Rules is now through the Registered User Portal and your e-Services mailbox. This mailbox is part of the Secure Object Repository (SOR). Users will access their mailbox in their existing e-Services account to pick up the Schema and Business Rules packages.

To receive the distribution of Schema and Business Rule packages you must have an active e-Services account and be listed on an e-File application with the provider option of Software Developer. Your role on the e-File Application must be Principal, Responsible Official or a Delegated User with MeF authorities. If you are a registered user in e-Services and are listed on a State e-File application you will receive this distribution.

We encourage you to review your e-File application at this time to verify you have the appropriate role and to verify you have access to your e-Services account.

XML Schemas

The "Diff" Files for the 941x Quarterly Forms identify the changes from the Tax Year 2017v3.0 Schema package to the Tax Year 2017v4.0 Schema package.

Business Rules

The 941x Quarterly Forms 2017v4.0 Business Rules are available in two (2) formats that contain identical information: Adobe (.pdf) and Comma Separated Values (.csv).
