When tribal property or money is transferred to an individual Tribal member, it is a distribution. According to Felix S. Cohen's Handbook of Federal Indian Law, 1982 Edition, "when a federal statute or treaty provides for distribution of tribal property in severalty, individual participation is governed by the authorizing statute or treaty, or, when the federal law is silent, by tribal law or custom."
