4.1.20 Headquarters and Industry Offices Responsible for LMSB PSP


  1. This chapter addresses the roles and responsibilities of LMSB:PSP

  2. The LMSB:PSP Organization includes employees located in the Office of Planning, Analysis and Support (PAS) as well as each of the five Industries and the Field Specialist Office.

The Office of Operations Support

  1. The Operations Support Unit, which is embedded in the Headquarters Office of Planning, Analysis and Support (PAS) working in conjunction with the Industry PSP Analysts, has primary responsibility for items that generally fall under the heading of Planning and Special Programs. These items include but are not limited to the following:

    • The LMSB Compliance Plan

    • The LMSB Coordinated Industry Case Plan

    • Workload selection and delivery

    • Compliance Initiative Projects

    • IMS and ERCS/AIMS system issues

    • IDRS Security

  2. Operations Support is also charged with monitoring achievement of the Compliance plan deliverables on behalf of the LMSB Operations Committee and LMSB Compliance Strategy Council.

  3. Operations Support is organized into four sections overseen by one Senior Manager and four team managers. The sections include:

    • Operations Support North

    • Operations Support South

    • LMSB Planning and Special Programs Ogden

    • LMSB/PSP Support

Operations Support North

  1. Operations Support North is staffed with several Program Analysts. The responsibilities of this staff include but are not limited to the following:

    • LMSB Classification Plan

    • LMSB Workload Identification System

    • Maintenance of systems such as LMSB Claims Assignment System (LCAS) and LMSB Image Network (LIN)

    • National Research Program (NRP)

    • Training Return identification

    • Audit Information Management System (AIMS) and Examination Return Control System (ERCS) Systems

    • Compliance Initiative Projects

    • Large Case Technical Unit liaison

    • Examination Operational Automation Database (EOAD)/Issue Management System (IMS)

    • Workload Study

    • Office of Statistics of Income (SOI) liaison

    • Plan Monitoring and Reporting

    • Centralized Case Processing (CCP) liaison

Operations Support South

  1. Operations Support South is made up of several Program Analysts. Responsibilities include but are not limited to:

    • LMSB Compliance Work Plan Development

    • Plan Monitoring and Reporting

    • Coordinated Industry Case (CIC) Program oversight

    • Automated International Classification System (AICS)

    • Issue Based Management Information System (IBMIS)

    • Strategic Assessment Planning Support

    • Employee Suggestion Program

    • Treasury Inspector General for Tax Administration (TIGTA)/General Accounting Office (GAO) liaison

    • Freedom of Information Act (FOIA) and other external request for data


  1. The LMSB:PSP Ogden is comprised of analysts, tax examiners, revenue agents, and a secretary. Responsibilities include but are not limited to:

    • LMSB Workload Identification System (LWIS)

    • Integrated Data Retrieval System (IDRS) access and security

    • IDRS Research Projects (request from research for IDRS research)

    • Claims Classification

    • Classification Coordination

    • Bankruptcy

    • Informant Claims Coordination

    • Compliance Initiative Projects

    • Information Reports Coordination

    • Ogden Campus Liaison

    • AIMS report monitoring and distribution

    • Return Processing corrections

    • Supporting LMSB MACS System

LMSB Planning and Special Programs Support

  1. LMSB:PSP Support consists of Tax Examiners and Office automation clerks. Responsibilities include but are not limited to:

    • Supporting partnership return classification

    • Storing selected partnership returns awaiting assignment

    • Returning all accepted as filed partnership returns to storage

    • Copying Classification check sheets and forwarding to Research

    • Verifying optically scanned returns

Industry PSPs and Field Specialists

  1. A PSP analyst is embedded in each of the following Industry/Field Specialist Offices and reports to the Executive Assistant of the Industry/Field Specialist Director:

    • Financial Services

    • Natural Resources and Construction

    • Communication and Technology

    • Retail, Food and Pharmaceuticals

    • Heavy Manufacturing and Transportation

    • Field Specialist Office

  2. The primary responsibilities of the PSP Analyst include but are not limited to the following:

    • Preparing the LMSB Plan including Industry Case, Coordinated Examination Plan (CIC) and Field Specialists

    • Ordering and delivering returns for examination

    • Monitoring results and inventory levels

  3. Other programs or systems that the PSP Analyst supports:

    • SB/SE Systems (e.g. AIMS/ERCS)

    • Return Classification

    • Group Inventory Validation
