Information Return Burden Survey, Tax Year 2017

The Information Return Burden Survey is an important project that can benefit all information document issuers.

We hear from third party information document issuers that preparing and providing information returns (such as Forms 1099-INT,1098, and 5498), are time consuming and expensive. We are conducting a survey of randomly selected information document issuers to learn more about those costs.

Responses from selected information document issuers will help us estimate the amount of time and money all issuers spend preparing information documents, submitting them to the IRS, and providing them to taxpayers. We also use this information to learn how to reduce information document filing compliance burden. All information provided will be used for research purposes only and participation is voluntary.

Only those information document issuers who are randomly selected may participate in the study. Data is being collected throughout the year, so you may still be selected even if you have not yet received an invitation. We estimate that it will take 15 to 20 minutes to complete the survey.

This survey is being conducted by Westat on behalf of the IRS. A sample copy of the survey is provided below.  A copy of the IRS letter that invites information document issuers to participate in the survey is also provided.
