OVERVIEW WITHDRAWAL OF PROPOSED REGULATIONS CONCERNING THE AUTHORITY OF THE FEDERAL CROP INSURANCE CORPORATION TO COLLECT IDENTIFICATION NUMBERS In August 1992, the IRS published proposed regulations under section 6109. The proposed regulations provide that the Federal Crop Insurance Corporation (FCIC), an agency within the Department of Agriculture, may require each policyholder and each reinsured company to furnish to the insurer or to the FCIC the employer identification number of the policyholder. No written or oral comments were received on the notice of proposed rulemaking. Because the proposed regulations merely restate the rules in section 6109, the IRS has decided, in the interest of simplification, to withdraw the proposed regulations. In addition, the Department of Agriculture has no objection to the withdrawal. The full text of the withdrawal notice is set forth in the Federal Register dated 10/30/95.
