Hi, I'm John Koskinen, and I’m the commissioner of the Internal Revenue Service.
One of the first things I learned when I became commissioner was the importance of taxpayer rights and how focused our employees are on this issue.
But I also came to believe that we needed to do a better job of communicating these rights.
I’m pleased that we now have a Taxpayer Bill of Rights, which lays out in plain language, 10 fundamental rights included in our tax code.
The right to be informed, to quality service, to pay no more than the correct amount of tax, to challenge the IRS’s position and be heard, to appeal an irs decision in an independent forum, the right to finality, to privacy, to confidentiality, to retain representation and the right to a fair and just tax system.
I encourage you to take a moment to read the Taxpayer Bill of Rights.
You’ll find the rights in Publication 1, a document we include in all notice letters.
And if you're meeting with us face to face, you’ll find them posted at locations, such as our Taxpayer Assistance Centers, Local Taxpayer Advocate offices and Low-Income Taxpayer clinics.
Finally, you can also find them by going to our website, IRS.gov, and typing “Taxpayer Bill of Rights” in the search field.
These are important rights for you to understand, and they are important to all of us at the IRS.
