Program Scope and Objectives

  1. This subsection outlines the procedures for using the command code (CC) RAPID. The CC RAPID, along with one of four definers, will allow an individual to research, establish, change and delete restitution assessment cross-reference information on the Restitution Assessment Database using IDRS. The four definers are space, "R" , "C" , and "D" . The Restitution Assessment Database will contain cross-reference information concerning the restitution assessments that have been made against individuals and businesses.

    • When using the CC RAPID, the source document is Form 3870 (Request for Restitution Assessment).

    • The Restitution Assessment Database is not systematically updated.

    • The Restitution Assessment Database is not to be confused with the TIF (Taxpayer Information File). The information on the Restitution Assessment Database will not be systematically updated by any information that is on the TIF.

    • A 58 position history item is allowed as input on to the Primary and Related Records.

  2. Purpose: This transmits revised IRM 2.4.60, IDRS Terminal Input, Command Code RAPID.

  3. Audience: All IRS business units.

  4. Program Owner: Customer Service.

  5. Primary Stakeholders: Wage & Investment(W&I), Large Business and International(LB&I), Small Business Self Employed(SB/SE), and Tax Exempt and Government Entities(TE/GE)

  6. Program Goals: This program allows a user to research, establish, change and delete restitution assessment cross-reference information on the Restitution Assessment Database.

CC RAPID with Definers

  1. CC RAPID with definer "R" is used to research restitution assessment cross-reference information on the Restitution Assessment Database utilizing IDRS. Information can be researched about a primary assessment or about any of the related account of an assessment.

  2. CC RAPID with definer space is used to establish a primary assessment record or related account record on the Restitution Assessment Database. The first step will be to enter the CC RAPID, the definer space, a TIN, and Request Type of "P" (Primary) or "R" (Related) on line 1. In response, one of two screen formats will be displayed. The information that will be input with each of these screen formats must be input on designated line numbers. See Exhibits 2.4.60–6 and 2.4.60–8 for the designated line numbers.

  3. CC RAPID with definer "C" is used to change information on or add information to the Restitution Assessment Database for a primary or related account that is presently on the Restitution Assessment Database. The information that is being input must be entered on designated line numbers. See Exhibits 2.4.60–7 and 2.4.60–9 for the designated line numbers. The CC RAPID with definer space is a prerequisite for using the CC RAPID with definer "C" .

  4. CC RAPID with definer "D" is used to delete information from the Restitution Assessment Database for a primary or related account. The information that is being deleted must be entered on designated lines. See Exhibits 2.4.60–10 and 2.4.60–11 for the designated line numbers. The CC RAPID with definer "R" is a prerequisite for using the CC RAPID with definer "D" .

Error Responses

  1. "ALL" ONLY VALID WITH REQUEST TYPE "P" —The literal "ALL" is allowed only as input with a primary TIN.

  2. COMMAND CODE INITIALIZATION INVALID — The prior entry was not CC RAPID with the correct definer or request type.

  3. DUPLICATE REQUEST — The same MFT-CD and TAX-PRD has been entered more than once; or the same related TIN has been entered more than once.

  4. INVALID DEFINER — The Definer input was not space, "R" , "C" or " D" .

  5. INVALID HISTORY ITEM — A history item must be entered.

  6. INVALID REQUEST TYPE — The Request Type was not "P" or "R" .

  7. MAX NUMBER OF ASSESSMENTS ON FILE — The information for a maximum of 99 assessments against a related account of any given primary can be stored on the Restitution Assessment Database. At present, the information for 99 assessments that have been made against this related account (of the given primary) is stored on the Restitution Assessment Database.

  8. NOT A RELATED ACCT OF THIS PRIMARY ACCT — A link between the input primary and related accounts have not been established on the Restitution Assessment Database.

  9. ONLY ONE RELATED ACCT ON FILE — The information for only one related account of this primary is present on the Restitution Assessment Database, therefore the request to delete that information is denied.

  10. ONLY ONE TAX MODULE ON FILE — The information for only one restitution assessment against this account is present on the Restitution Assessment Database, therefore, the request to delete that information is denied.

  11. PLEASE CORRECT INVALID DATA ON SCREEN — An asterisk will be placed next to the invalid element(s).

  12. PRIMARY ACCT NAME INVALID — Name line exceeds 35 characters, begins with a blank, or is invalid.

    Note:

    If the account is IMF valid entries for a name line are A–Z, hyphen and blank; a right-handed bracket " ]" must be entered between the first and last name (Example: John]Smith). If the account is BMF valid entries for a name line are A–Z, 0-9, hyphen, ampersand and blank.

  13. PRIMARY ACCT NOT ON RESTITUTION FILE — No information exists on the Restitution Assessment Database under this TIN.

  14. REINPUT INFO FOR THIS PRIMARY ACCT — No tax modules could be found on the Restitution Assessment Database for this account; please reinput the account.

  15. RELATED ACCT ALREADY ON RESTITUTION FILE — A related account record for this primary has already been established on the Restitution Assessment Database using this TIN.

  16. RELATED ACCT NAME INVALID — Name line exceeds 35 characters, begins with a blank, or is invalid.

    Note:

    If the account is IMF valid entries for a name line are A–Z, hyphen and blank; a right-handed bracket " ]" must be entered between the first and last name (Example: John]Smith). If the account is BMF valid entries for a name line are A–Z, 0-9, hyphen, ampersand and blank.

  17. RELATED ACCT NOT ON FILE USE PRIMARY TIN — No information exists on the Restitution Assessment Database under this TIN; use CC RAPID with Definer space and a Primary TIN to establish a new related account.

  18. RELATED ACCT NOT ON RESTITUTION FILE — No information exists on the Restitution Assessment Database under this TIN.

  19. SCREEN INFORMATION INCOMPLETE — All the necessary information was not entered on the screen, an asterisk will be placed next to the missing element(s).

  20. TAX MODULE NOT PRESENT ON ACCOUNT — Requested tax module is not present on the Restitution Assessment Database for this account.

  21. TIN INVALID — TIN and FILE SOURCE input for primary or related account did not meet standard validity criteria.

  22. TIN MISMATCH WITH STORED DATA — TIN and FILE SOURCE did not match TIN and FILE SOURCE stored in the SIR from the previous input.

  23. System Messages:

    1. *****ATTENTION: SERVICE CENTERS***** — A problem exists with this primary account on the Restitution Assessment Database. Follow the steps on the screen.

    2. ACCOUNT CURRENTLY UNAVAILABLE — An attempt to access information from the data base was unsuccessful, try again at a later time. If this message repeatedly appears when attempting to access an account, the account must be reactivated by deleting it and reentering all data. As the normal deletion method won't work without first researching the account, for this situation ONLY do the following: enter RAPIDD followed by the TIN on the 1st line, and "DELETE PRIMARY REC" or " DELETE RELATED REC" on the 2nd line.

    3. AREA RESTRICTED — The Restitution Assessment Database is restricted.

    4. AREA DOWN-TRY LATER — The Restitution Assessment Database is down.

    5. DEADLOCK BETWEEN RUN UNITS — A rollback exception message.

    6. ERROR WHEN DEPARTING — A rollback exception message.

    7. LONG RECOVERY IN PROGRESS — A rollback exception message.

    8. SHORT RECOVERY IN PROGRESS — A rollback exception message.

CC RAPID with Definer "R" or Space - Input Display

The following is the screen format to use when researching information or establishing or changing a primary or a related account on the Restitution Assessment Database. If a primary account is not present on the Restitution Assessment Database under the TIN entered on line 1, the format screen described in Exhibit 2.4.60–6 will be displayed. Information about the primary and one of the related accounts of that primary can then be entered. If a primary account is present on the Restitution Assessment Database under the TIN entered on line 1, the format screen described in Exhibit 2.4.60–8 will be displayed. The information for one new related account of this corporation can then be entered.

This format screen is returned when CC RAPID is input with Definer Space and Request Type "R" and there is already information on the Restitution Assessment Database for the TIN entered on line 1. If there isn't information on the Restitution Assessment Database then an error is produced because a new related account must be input using Exhibit 2.4.60-7.

  1. "ALL" is used to delete all of the information for a given primary and the related account(s) of that primary (format is shown on line 2 below).

  2. MFT and Tax Period are used to delete from 1 to 22 restitution assessments against a primary account (format is shown on line 3 below).

  3. Related account TIN is used to delete from 1 to 22 related accounts of the primary (format is shown on line 4 below).

The following screen format is used when the information for one or more of the assessments against a related account of a given primary is being deleted from the Restitution Assessment Database.

The CC RAPID, Definer "D" , a related account TIN, and Request Type "R" must be entered on line 1, and a primary TIN must be entered on line 2, when using this screen format.

MFT and Tax Period information will be entered on lines 3 through 23 when assessments against a related account are being deleted from the Restitution Assessment Database.

Terminal Response

  1. Error Responses will be displayed on line 24 in inverse video. See messages in Section 60.3. All invalid elements will be asterisked.

  2. Valid Responses: 'REQUEST COMPLETED' displayed on line 24 and lines 1 through 23 will be redisplayed if no errors are present for an entry.

NOTE: A delete screen (Definer "D" ) must be preceded by a research screen (Definer "R" ).
