December 2013

  • New review process and an expedited option for priority backlog cases was implemented on June 8th, 2013. Representation letters were sent to applicants the week of June 24, 2013 with the opportunity to self-certify. This recommendation was kept open to report the current status of those original backlogged cases. We will continue to report monthly until they are closed, but are changing the status to closed.
  • As of December 13, 2013, 108 cases in original backlog (82%) have been closed. This includes 84 cases that received favorable determination letters including 40 applicants participating in the optional expedited process

November 2013

  • As of November 15, 2013, 105 cases in original backlog (80%) have been closed. This includes 81 cases that received favorable determination letters including 40 applicants participating in the optional expedited process.

October 2013

  • As of October 18, 2013, 99 cases in original backlog (75%) have been closed. This includes 77 cases that received favorable determination letters including 38 applicants participating in the optional expedited process.
  • Memo expanding optional expedited process to certain applications under section 501(c)(4) submitted after January 31, 2013, dated September 30, 2013, was issued to staff on October 17, 2013 (delay due to government shutdown). Letters 5228 to be sent to additional applicants soon.

September 2013

  • As of September 19, 2013, 93 cases in original backlog (70%) have been closed. This includes 72 cases that received favorable determination letters including 37 applicants participating in the optional expedited process.
  • All eligible organizations in original backlog have been contacted and provided an opportunity for expedited processing.

August 2013

  • As of August 20, 2013, will have closed 85 cases in original backlog (64%). This includes 65 cases that received favorable determination letters including 29 applicants participating in the optional expedited process. Remaining cases continue to be processed.
  • Developed Action Plan for additional pending cases not included in the original backlog.
  • Realigned staffing resources to application processing.

July 2013

  • As of July 18, 2013, will have closed 37 cases in original backlog (28%).
  • As of July 18, 2013, 82 letters were issued for applicants to self-certify under the expedited process. To date, 10 favorable determination letters have gone to applicants participating in the optional expedited process.
  • EO leadership and EO Determinations, in consultation with staff of the Office of Chief Counsel (TE/GE), are beginning development of an action plan for addressing additional pending cases and future applications involving tax-exempt status.

June 2013

  • Developed Action Plan for Advocacy Case Inventory Backlog
  • Verified that potential political 501(c)(4) cases are classified and assigned
  • Provided additional clerical staff and instructions to EO Determinations Unit to assist in addressing backlog cases
  • Developed new expedited process for approval of priority backlog, based on applicants self-certifying to certain levels of political and social welfare activity using specified safe harbors for counting activities
  • Reviewed cases to determine if files are complete and whether they involve potential issues of private inurement to determine eligibility for new expedited process
  • As of week of June 24, 2013, will have closed 34 cases in original backlog (26%)
  • Representation letters will be sent to applicants week of June 24, 2013 with the opportunity to self-certify
