1.1.12 Information Technology

Purpose

(1) This transmits revised IRM 1.1.12, Organization and Staffing, Information Technology.

Material Changes

(1) This IRM section was rewritten to reflect the current Information Technology organization. The Information Technology organization has undergone many reorganizations within all the areas in the IT organization. The IRM has been updated to reflect all the restructuring of the offices and any new offices that have been established. The Information Technology organization changes frequently due to the technology changes and with those changes comes restructuring of the entire content contained in the IRM with regards to the mission and function statements for each office.

(2) This rewrite replaces the prior Associate Chief Information Officer-based organizational structure with the current Information Technology structure.

(3) This rewrite updates organization titles, reporting relationships, and functional statements throughout the section

(4) This rewrite adds a single exhibit for the Information Technology organization chart.

Effect on Other Documents

IRM 1.1.12, Information Technology, dated March 27, 2024, is superseded.

Audience

This IRM section applies to all Information Technology organizations and to all IRS organizations that interact with Information Technology.

Chief Information Officer (CIO)

Information Technology

  1. The mission of Information Technology (IT) is to deliver information technology services and solutions that support effective tax administration and public confidence.
  2. The Internal Revenue Service (IRS) is a bureau of the Department of the Treasury. IT supports taxpayers, tax professionals, IRS employees, and IRS business and functional organizations through technology services, systems, platforms, infrastructure, data services, and cybersecurity.
  3. IT is led by the Chief Information Officer (CIO).
  4. IT has the following major subordinate organizations:

    • Taxpayer Services and Online Accounts
    • Tax Processing
    • Compliance
    • Filing Season and Legislative Delivery
    • Data and Platform Engineering
    • Infrastructure Technical Operations
    • End User Digital Services
    • Cybersecurity

Chief Information Officer

  1. The CIO reports to the Commissioner of IRS.
  2. Under Taxpayer First Act, Pub. L. No. 116-25, § 2101, Treasury direction, and IRS delegations, the CIO is responsible for overseeing the development, implementation, and maintenance of information technology throughout the IRS; ensuring that the information technology is secure and integrated; maintaining operational control over the information technology; acting as the principal advocate for the IRS’s information technology needs; and being aware of information technology acquisitions throughout the IRS enterprise.
  3. The CIO plans, manages, directs, and executes IRS-wide technology activities that support taxpayer-facing services, tax processing, employee-facing services, enterprise platforms, infrastructure operations, and cybersecurity.
  4. The CIO oversees the organizations described in this section.

Taxpayer Services and Online Accounts

  1. The Coordinating Director, Taxpayer Services and Online Accounts, reports directly to the CIO and is responsible for planning, managing, directing, and executing taxpayer-facing digital services, online account capabilities, customer relationship management engineering, and contact center engineering support.
  2. Taxpayer Services and Online Accounts:

    • Develops and supports online services for individual taxpayers, businesses, and tax professionals.
    • Improves taxpayer interactions through digital self-service and secure information exchange.
    • Supports systems and data that enable taxpayer service and taxpayer correspondence.
    • Supports customer relationship management engineering and related service capabilities.
    • Supports contact center technology, including monitoring, scripting, call routing, and operational support.
    • Coordinates taxpayer-facing digital capabilities with other IT organizations and aligned product-management support.

     

  3. Taxpayer Services and Online Accounts have the following subordinate organizations:

    • Individual Online Account Services
    • Business Online Account Services
    • Partner Online Account Services
    • Customer Relationship Management Engineering
    • Contact Center Engineering

     

Tax Processing

  1. The Coordinating Director, Tax Processing, reports directly to the CIO and is responsible for planning, managing, directing, and executing tax return intake processing, information return intake processing, master file processing, data access, notices, and related engineering and integration support.
  2. Tax Processing:

    • Develops and delivers secure and effective paper and electronic solutions to accept tax returns, information returns, and payments.
    • Supports input, perfection, transactional processing, and daily processing activities.
    • Supports authoritative processing and related account data services.
    • Supports integrated data retrieval, notice generation, and tax account processing services.
    • Coordinates enterprise engineering and integration activities that support processing environments.
    • Supports filing season readiness, release, deployment, and processing stability with other IT organizations.

     

  3. Tax Processing has the following subordinate organizations:

    • Tax Return Intake Processing
    • Information Return Intake Processing
    • Intake Processing

Compliance

  1. The Coordinating Director, Compliance, reports directly to the CIO and is responsible for planning, managing, directing, and executing technology services that support case selection, case management, fraud detection analytics, exam, collection, and appeals.
  2. Compliance:

    • Deploys case management modernization and related platform integration activities.
    • Delivers analytics and business intelligence to enhance fraud and identity theft detection operations.
    • Delivers analytics and business intelligence to enhance fraud and identity theft detection operations.
    • Supports collection, examination, appeals, legal, and related compliance systems.
    • Coordinates delivery across subordinate organizations and aligned product-management support.

Filing Season and Legislative Delivery

  1. The Coordinating Director, Filing Season and Legislative Delivery, reports directly to the CIO and is responsible for planning, managing, directing, and executing technology activities that support filing season readiness, legislative delivery, and enterprise testing.
  2. Filing Season and Legislative Delivery:

    • Plans for legislative and newly proposed initiatives to align implementation with IRS IT priorities.
    • Analyzes legislative and public policy themes to determine information technology impacts.
    • Coordinates filing season readiness, testing, and related delivery support.
    • Supports modernization of information returns and related legislative requirements.
    • Coordinates execution, testing, and readiness activities with business and delivery partners.

     

  3. Filing Season and Legislative Delivery has the following subordinate organizations:

    • Filing Season and Financial Systems
    • Integration and Performance Test
    • Master File Processing Test
    • Taxpayer Services Test

Data and Platform Engineering

  1. The Coordinating Director, Data and Platform Engineering, reports directly to the CIO and is responsible for planning, managing, directing, and executing data, platform, integration, identity, cloud, and developer enablement services.
  2. Data and Platform Engineering:

    • Implements data-centric services through people, process, and technology.
    • Supports collection, consolidation, certification, reporting, and secure access to data.
    • Provides leadership and technical guidance for integration, application programming interfaces, and related shared services.
    • Supports digital identity, authentication, authorization, and common services.
    • Supports cloud, developer operations, automation, and platform engineering capabilities.
    • Coordinates enterprise engineering and integration activities across assigned services.

     

  3. Data and Platform Engineering has the following subordinate organizations:

Infrastructure Technical Operations

  1. The Coordinating Director, Infrastructure Technical Operations, reports directly to the CIO and is responsible for engineering, planning, managing, directing, and executing enterprise infrastructure and network operations across multi-tiered platforms and cloud-based landing zones. This includes oversight of hosting, monitoring, support, and deployment services to ensure secure, scalable, and reliable operations.
  2. Infrastructure Technical Operations:

    • Provides secure, cost-effective, and highly reliable computing and infrastructure services.
    • Manages data centers, mainframes, open systems, and cloud environments for hosting, operations, scheduling, and deployment.
    • Supports directory, messaging, file transfer, scheduling, and deployment services.
    • Supports server build, virtualization, middleware, database, storage, and data protection services.
    • Supports monitoring, change management, event management, incident management, and problem management.
    • Supports technology implementation, infrastructure currency, enterprise infrastructure projects, and product lifecycle management.
    • Supports filing season, tax processing, compliance, and related operational readiness activities.

    • Provides reliable, secure, innovative, and cost-effective technology and services that enable communication, collaboration, and business capabilities.
    • Supports enterprise service desk operations and end-user incident resolution.
    • Supports hardware, software, logistics, asset management, and security configuration compliance.
    • Supports field operations and end-user equipment services.
    • Supports voice, video, conferencing, collaboration, and related communications services.
    • Supports planning and improvement of end-user services.

  1. The Coordinating Director, Cybersecurity, reports directly to the CIO and is responsible for planning, managing, directing, and executing cybersecurity activities that protect taxpayer information and IRS electronic systems, services, and data from internal and external threats.
  2. Cybersecurity:

    • Protects information and systems through security practices in planning, implementation, management, and operations.
    • Supports security architecture, engineering, and implementation of security tools and services.
    • Supports cyber operations, incident management, analytics, and situational awareness.
    • Supports security risk management, compliance, testing, authorization, and contingency activities.
    • Supports threat response, remediation, strategic planning, and audit and risk activities.

     

  3. Cybersecurity has the following subordinate organizations:

    • Cyber Engineering and Architecture
    • System Authorization
    • Vulnerability Assessment and Testing
    • Account Security

Strategy and Product Management

  1. The Coordinating Director, Strategy and Product Management, reports directly to the CIO and is responsible for planning, managing, directing, and executing enterprise strategy, budget, investment reporting, acquisition planning and oversight, program policy, audit, risk, and organization-aligned product management and support for IT organizations.
  2. Strategy and Product Management:

    • Provides strategic and financial leadership for responsible planning, execution, and stewardship of information technology.
    • Supports policy, governance, demand management, risk management, and portfolio management.
    • Supports acquisition planning, supplier management, software asset management, and spend analytics.
    • Supports audit readiness, organizational readiness, and Internal Revenue Manual coordination.
    • Provides organization-aligned product management, business operations, budget, acquisition, governance, and risk support to designated IT organizations.
