1040 Modernized e-File (MeF) information for transmitters and states

Updating e-file application for 1040 MeF

Effective August 25, 2009, transmitters who currently participate in the e-file Program and want to participate in the 1040 MeF Program can update their e-file application to add "MeF Internet, XML" as a transmission method on their "Forms" page for Form 1040. While updating your application, please also verify that your "Primary Contact" information is not missing and contains current information.

States participating in 1040 MeF do not need to take any action. IRS will update the State's e-file application to include participation in 1040 MeF.

Test Social Security numbers for 1040 MeF program

On January 31, 2010, the range of SSNs that can be used for testing in the 1040 MeF Program was expanded to include the same range as the legacy e-file system. Allowable test SSNs will be those in which the 4th and 5th digits of the SSN are "00".

IRS data elements for State submissions processed in the 1040 MeF Program

The 1040 MeF program is providing specific elements for IRS data sent to the States on state submissions based on the last 2 digits of the test SSNs.

States can transmit their own state test returns in MeF.

States can elect to transmit their own test returns. This option is not limited to the 1040 MeF Program and is available for all form families.
