IRS opens two new Virtual Service Delivery locations in Hawaii

WASHINGTON — As part of an expanding effort to serve taxpayers, the Internal Revenue Service announced a partnership with Goodwill Hawaii for the opening of two Virtual Service Delivery (VSD) locations in Lihue and Kahului, Hawaii to help local taxpayers. 

VSD expands access by connecting taxpayers with IRS employees through trusted community locations, such as libraries and community centers, when a physical Taxpayer Assistance Center is not available. These two new VSDs will save taxpayers from expensive flights to neighboring islands to get help. 

“Expanding our virtual programs highlights the IRS commitment to excellence through innovative and accessible taxpayer service options,” said Frank Bisignano, Chief Executive Officer for the IRS.

Through Microsoft Teams, TAC assisters help taxpayers with:

  • Refund inquiries,
  • Notices, math errors, and ordering forms, 
  • Prior-year returns,
  • Tax law-related inquiries,
  • Limited identity theft assistance (issues requiring taxpayers to present proof of identity cannot be handled through VSD),
  • Form 2290, Heavy Highway Vehicle Use Tax procedures and related tax law inquiries,
  • ITIN Form W-7 procedures and related tax law inquiries,
  • Requests for Taxpayer Advocate Service (TAS) assistance,
  • Employer Identification Number (EIN) (account and procedural inquiries only),
  • Requests to assist with underreporting notices, and 
  • Balances due.

Taxpayers should make an appointment by calling 844-545-5640 before visiting. To get help, taxpayers must bring current state or government issued photo identification and any relevant letters or notices they received from the IRS, plus any requested documents.
