Accessibility and compatibility features for the FATCA Online Registration System

Accessibility

The pages of this application have been designed for compatibility with screen readers and other assistive technologies, including screen magnifiers and speech recognition software.

The accessibility features provided include the following:

  • All the images have alternative text that assistive technologies can read.
  • All the form input fields have labels which describe the field, and the type of data that needs to be entered. The field labels are read by assistive technology.
  • All the information conveyed with color is also available without color.
  • Row and column headers are identified for data tables, and markup is used to associate data cells and header cells for data tables. Assistive technologies can read these headers and markup.

Dragon Feature

The following directions will help users of voice recognition technology as they navigate through the FATCA Online Registration System.

Using Dragon Commands to select the Browse link from Bulk Upload Page

MouseGrid divides the screen/active window into sections of squares.  This allows the user to focus on a specific location or object on the screen. The following instructions are to assist the user when using MouseGrid to select the ‘Browse’ button from the Bulk Upload page.

Once the user is ready to select and upload a Sponsored Entities file, say the voice command “Mouse Grid”. A grid dividing the screen into 9 sections appear.  The user says voice command for numbers 1 -9 to focus on desired object (Browse button).  Continue gaining focus by using the mouse grid technique.  The user now has the ability to tell the mouse which direction to move on the screen.  For example, move mouse commands are: “move up”, “move up”, “move left”, “move right” or “stop”  Once the user gains focus on the desired object/link, the user gives command ‘mouse click’. The Browse button is selected and the users directory displays on the screen.  For more information on MouseGrid access the following link:  MouseGrid command.

Using Dragon Commands to select table Pagination links, Calendar icon, date selection within the Calendar, to close save pop-up on the Sponsored Entity selection and Member selection screens

Dragon Naturally Speaking users should use Mouse Grid commands to select table pagination links, to open the date picker/calendar icon, to make selections in the date picker/calendar and to close save pop-up on the Sponsored Entity selection screen and Member selection screens.  The user says voice command “Mouse Grid” for numbers 1 -9 to focus on desired link or icon.

The following directions will help users of vision assistive technology as they navigate through the FATCA Online Registration System.

Session Timeout Warning Popup

Currently a session timeout warning pop-up appears on the screen if the FATCA IEP application remains idle for 10 minutes. The pop-up warning allows the user to extend their current session.  Once activated, the message immediately gains focus; however, JAWS reads both the associated URL and the session timeout message.  The user has the option to immediately tab to the ‘OK’ or ‘Cancel’ buttons to avoid listening to the reading of the URL.   

If the user tabs to the ‘OK’ button, the reader reads “Click here if you want to renew session for 15 minutes button”.  If the user tabs to the ‘Cancel’ button the reader reads, “Do not renew session button”.  The user can also select the up arrow after tabbing to the “OK” button and this will prompt the reader to read the warning text only (not the URL) within the pop-up window.  Once the user tabs to and selects ‘OK’ focus is returned to the main page and user’s session is extended for an additional 15 minutes.  The user’s session ends after 5 minutes if the user selects ‘CANCEL’ or remains idle (not selecting an option).  The session expired page appears and is read by the reader.

Delayed Reading of FATCA ID Account Confirmation page

The following information is helpful to the JAWS user when accessing the Create New Access Code Page.  The user will access the Create New Access Code page when creating a new FATCA ID account.  After selecting the NEXT button from the Create New Access Code page, the user can select the TAB key at any time to discontinue the reading of the Create New Access Code page and gain focus on the FATCA ID Confirmation page.  The user has the option to continuing tabbing to the desired selection or perform a 'read all' (Insert + down arrow) on the FATCA ID Confirmation page.  A 'read all' will initiate JAWS to read all text and objects on the current page.   The user also has the option to allow the reader to completely read the previous page, then it immediately reads the current page.    After the user creates an Access Code the user tabs to and selects the NEXT button.  The user is directed to the FATCA ID Confirmation Page.  However, JAWS (the reader) continues to read the Create New Access Code page.  Once JAWS has completed reading the Create New Access Code page it will start reading the current page, which is the FATCA ID Confirmation Page.

Delayed Reading of Add Sponsored Entity Page

The following information is helpful to the JAWS user when accessing the Manage Sponsored Entities page.  The user is directed back to the Manage Sponsored Entities page after the user selects the SUBMIT button on the Add Sponsored Entity page.  After selecting SUBMIT from the Add Sponsored Entity page, the user can select the TAB key at any time to discontinue the reading of the Add Sponsored Entity page and gain focus on the (current page) Manage Sponsored Entities page.  The user has the option to continue tabbing to the desired selection or perform a 'read all' (Insert + down arrow) on the Manage Sponsored Entity page.  A 'read all' will initiate JAWS to read all text and objects on the current page.  The user also has the option to allow the reader to completely read the previous page, then it immediately reads the current page.  JAWS (the reader) continues to read the dialogue from the Add Sponsored Entity page.  Once JAWS completes reading the Add Sponsored Entity Page, it proceeds to read the current page, which is the Manage Sponsored Entity Page.

Delayed Reading of Homepage from Tables Page (POC, PAI and Branch)

The following information is helpful to the JAWS user when accessing the "my home page" link.  The users are given 2 options to return to the FI Account Home page when accessing the FATCA tables (POC, PAI and Branch) from the Home Page.  The two options are:  'my home page' link, which is located at the top right section of the page and the "Back to Home Page" button, which is located at the bottom of the table pages.  It is advised that the JAWS user selects the "my home page" link to return to the home page.  Currently if the user selects the "Back to Home Page" button, the user is directed back to the Home Page; however, the reader (JAWS) will continue to read the previous page.  The current page (Home Page) is read immediately after JAWS completes the reading of the previous page.

Tables: ‘Add Another’ Buttons

The following information will help assistive technology JAWS users understand the functionality of the ‘Add Another’, ‘Next’ and ‘Back’ buttons. These buttons are used to navigate through the FATCA application.  The 'Add Another' button allows the user to add records to FATCA tables; the 'Next' and 'Back' buttons allow the user to advance to the next page or return to the previous page of the application. Once the user tabs to and selects these buttons, the user will hear JAWS read “button not available.” This is by design to avoid the user from double clicking while the next or previous page is being loaded or the record is being added to the table.   The 'Add Another' buttons are located in questions 9, 11b, 12 and 16.

Combo/list boxes and Edit boxes value

Internet Explorer (IE) JAWS users should do the following when the Edit box value is not displayed in the JAWS label. The JAWS user selects Insert + F3, choose Edit box list from the JAWS html dialog box, select the desired Edit box field from the list, then click on spacebar for the value in the Edit box field to be announced and read.

To hear the value of combo/list boxes, the JAWS user should do the following, the JAWS user selects Insert + F3, chooses Controls (Selectable ARIA, combo, lists and trees list) list from the JAWS html dialog box, selects the desired combo box field from the list, then click on spacebar for the value in the combo box field to be announced and read.

Keyboard Only Feature

The following instructions will help assistive technology users when accessing the Bulk Upload page using the keyboard only.  

The user is advised to use the space bar to select the Browse input field, Browse button and Upload button.  Please note that the 'Enter Key' will not invoke the designed functionality. An error message will appear if the user attempts to select the:  Browse input field, Browse button or Upload button using the 'Enter Key'.

Calendar icon date selection for Keyboard users

The following navigation is available for launching and making selections within the datepicker/calendar using only the keyboard.

Tab to the datepicker/calendar icon and select spacebar key to open. While the datepicker is open, the following key commands are available:

PAGE UP: Move to the previous month.

PAGE DOWN: Move to the next month.

CTRL + PAGE UP: Move to the previous year.

CTRL + PAGE DOWN: Move to the next year.

CTRL + HOME: Open the datepicker if closed.

CTRL/COMMAND + HOME: Move to the current month.

CTRL/COMMAND + LEFT: Move to the previous day.

CTRL/COMMAND + RIGHT: Move to the next day.

CTRL/COMMAND + UP: Move to the previous week.

CTRL/COMMAND + DOWN: Move to the next week.

ENTER: Select the focused date.

CTRL/COMMAND + END: Close the datepicker and erase the date.

ESCAPE: Close the datepicker without selection.
