Un fabricante calificado para créditos por vehículos limpios tiene que cumplir con todos los requisitos del Código de Impuestos Internos (IRC, por sus siglas en inglés), Sección 30D(d)(3). El fabricante también tiene que firmar un acuerdo por escrito ante el IRS.
