Nhà sản xuất đủ điều kiện nhận tín thuế cho xe sạch phải đáp ứng tất cả các yêu cầu theo IRC 30D(d)(3). Nhà sản xuất cũng phải ký kết thỏa thuận bằng văn bản với IRS.
