IRS Budget & Workforce

 

Section 6 of the IRS Data Book provides an overview of IRS budget activities, including taxpayer services, enforcement, operations support, and business systems modernization. The section also includes information on the size and composition of the IRS workforce.

Left graphic shows number of full-time equivalent positions (FTE) for fiscal years (FY) 2012 through 2021, with a decrease of almost 13 percent since 2012. FY 2021 reported a slight increase in the number of FTE positions compared to FY 2020. Right graphic shows IRS total operating cost for FY 2012-2021. The IRS has reported an overall drop in operating cost since FY 2012. After adjusting for inflation, FY 2021 funding levels rose slightly compared to FY 2010.

Highlights of the Data

  • IRS's actual expenditures were $13.7 billion for overall operations in Fiscal Year (FY) 2021, including supplemental funding to support the IRS's COVID-19 pandemic-related activities (Table 30XLSX).
  • In FY 2021, the IRS used 78,661 full-time equivalent (FTE) positions in conducting its work, a decrease of 12.9 percent since FY 2012 (Table 32XLSX).
  • Women represented 64.7 percent of IRS and Chief Counsel personnel, compared to 44.4 percent of the overall federal civilian labor force (Table 33XLSX).
