Mode Code “BA”
Use mode code BA to reclassify or convert products. This mode code is not an accounting journal entry to correct business books and records. An inaccurate or incomplete reporting penalty may be imposed for the improper use of mode code BA. (Additional information about mode code BA can be found in Appendix M Product Reclassification of Publication 3536 with 2 examples beginning on page 294).
Mode Codes “RF” and “RS”
Mode code RF identifies vessels that receive fuel from an FCN to refuel other vessels on waterways for end use.
Mode code RS is used to report FCN product disbursements of a small quantity nature for end-use. Examples include snowmobiles and landscape power equipment refueling or other negligible over-the-rack disbursements.
Mode Code RR
Mode code RR is used to report receipt and removal by locomotive fueling system. See RR information in Appendix L.
US Import and Export Product Mode Code Reporting
Import – US entry of reportable products by an importer of record / enterer. Report the appropriate import mode code (listed in Table 1 on page 14 of Publication 3536), based on type of transport, i.e. IJ (truck), IR (rail), IB (barge), IS (ship), or IP (pipeline). Country of origin reporting is optional (Country Codes are listed in Appendix K of Publication 3536)
Exports - Reportable products that leave the US. Report the appropriate export mode code (listed in Appendix B on page 146 of Publication 3536), based on type of transport, i.e. EJ (truck), ER (rail), EB (barge), ES (ship), or EP (pipeline). Destination country reporting is optional (Country Codes are listed in Appendix K of Publication 3536). Reporting Note: Enter the position holder Employer Identification Number (EIN) in the carrier EIN field for export transactions engaged with foreign flagged vessels that do not have an EIN.
Mode Code “CE” Transaction Summary Reporting
Approved terminals at airports and railroad fueling facilities that file electronic ExSTARS reports have an option to summarize certain types of daily fuel disbursement transactions. (See Appendix L in Publication 3536 for detailed information.) Additionally, Appendix M Publication 3536 describes the optional summary reporting permitted for the following product codes 001 (crude), 049 (condensate), 092 (undefined), 122 (blending components other), 188 (asphalt), and 960 (food).
Mode Code “AJ” and “AH” for Reporting Certain Disbursements from Approved Terminals at Airports
Mode code AJ is used to report removal by an Airport Truck refueler. (See Appendix L of Publication 3536)
Mode code AH is used to report removal by an Airport Hydrant system. (See Appendix L of Publication 3536)
