Copies of Scanned Exempt Organization Returns Available

Electronic copies (images) of certain returns filed with the IRS by charities and nonprofits are available for purchase from the IRS on DVD or paper. Some forms are also viewable on IRS.gov, or you may be able to obtain the documents by contacting the charity directly.

You may be able to obtain Form 990-series documents from organizations not associated with the IRS. (The IRS is not responsible for these non-IRS websites).

Viewing forms on IRS.gov

You may be able to view exempt organization forms free of charge on the IRS website.

Political organizations returns, including:

  • Forms 990/990-EZ for section 527 (political) organizations,
  • Form 8871, Political Organization Report of Contributions and Expenditures, and
  • Form 8872, Political Organization Notice of Section 527 Status.

Form 990-N (e-Postcard). Forms 990-N can be viewed individually or the entire database can be downloaded from the IRS website.

Amazon Web Services (AWS)
Publicly available data on electronically filed Forms 990 is available in a machine-readable format through Amazon Web Services (AWS). The data includes Form 990, Form 990-EZ and Form 990-PF and related schedules, with the exception of certain donor information, from 2011 to the present. There is no cost to obtain this data through AWS. Data from Form 990-N (e-postcard) used by certain smaller exempt organizations is not available with this data,

How to order copies on DVD

  1. Complete Form 4506-A, Request for Public Inspection or Copy of Exempt Organization IRS Form (See instructions)
    • All requests must be submitted in writing on Form 4506-A
      (or letterhead for requests from members of the media)
    • File only one Form 4506-A per EIN requested.
    • Incomplete request forms will be rejected.
  1. Pay the required fee (from the chart below).
    • Make your check or money order payable to "United States Treasury."
    • There are no refunds or exchanges on DVD orders.
  1. Mail or fax your completed Form 4506-A and the required fee to:

Information to include on DVD requests

Your request must contain the following information:

  • Name of the requester, including a contact person
  • Mailing address
  • Telephone number and extension
  • UPS account number (for overnight delivery, if requested)
  • Description of specific formats being requested (e.g., "complete set of 2013 DVDs for Forms 990-PF with Alchemy"). The year you request will contain returns filed and imaged in that calendar year, regardless of the tax year of the return.

DVD availability and prices

The table below indicates which returns are available on DVD and the related charges. Images are available at no cost to members of the media or other government agencies.  Please note that returns are maintained for seven years and then destroyed.

Note: Restrictions may apply. Form 8941, when filed as an attachment to Form 990-T, is not disclosed. Forms 990-T filed only to obtain a telephone excise tax or back-up withholding refund, or only to claim the section 45R credit for small employers purchasing employee health insurance, are not open to public inspection.

Available electronic formats

You can order Raw or Alchemy format, depending on the type of return, the type of filer and the year the return was filed.  Individual states are only in Alchemy format. Specific individual return requests are not available on DVD. The DVD includes all the individual returns filed each month.

  • Image files for Forms 990, 990-EZ and 990-PF filed in an individual state in a calendar year are available on a quarterly basis.
  • Returns filed and imaged in a calendar year for Forms 990, 990-EZ, 990-PF and 990-T are available on a monthly basis.

Raw Format: DVDs contain image files in Tag Image File (TIF) format for returns selected for the month or quarter requested.  Related files are associated with each other through a comma-delimited index file. Each submission's index file contains eight index fields (EIN, tax period, taxpayer name, state, ZIP code, type of return, subsection code, and total assets). This is followed by a list of TIF files belonging to the return. This format is best for users who intend to process the image files through their own software.

Alchemy Format:  DVDs contain image files associated in an Alchemy database to simplify visual searching of the tax returns.  All required Alchemy software and installation instructions are provided. Once the software is installed, users can easily search the returns using any of the eight index fields identified above. This format is best for users who wish to examine returns visually.

Ordering a sample DVD

We suggest you order a sample DVD if you are uncertain which format will meet your needs. The sample will contain a set of returns (for example, a group of Forms 990, 990-EZ, 990-PF and 990-T imaged files). A sample DVD is available only for Forms 990, 990-EZ, 990-PF and 990-T. 

  • To order sample DVDs to determine the type of format you need, submit Form 4506-A, plus the required fee, for each sample.
  • The fee for a sample DVD is $15 per format requested.

On lines 5 through 7 of Form 4506-A, indicate “Sample” and the format(s) (raw and/or Alchemy) preferred next to the box for the form sample you are requesting.

Returns that aren’t available on DVD

The following forms are not available on DVD.

  • Form 5227, Split-Interest Trust Information Return
  • Forms 8871 and 8872 filed by a political organization. You can view these on the IRS website.
  • Form 990-N (e-Postcard).  Forms 990-N can be viewed individually or the entire data base can be downloaded from the IRS website.
  • Specific individual return requests are not available on DVD. The DVD includes all of the individual returns filed each month.  See the Form 4506-A instructions.

How to order paper copies
