Release Memo for 94x Online Signature PIN Registration Application (CUv3.0)

MeF 94x Stakeholders:

The 94x Online Signature PIN Registration Application Continuous Use (CU) version 3.0 Schemas and Business Rules package, which contained tax year updates, were made available on May 17, 2018. These Schemas and Business Rules were made available in the Assurance Testing System (ATS) on October 29, 2018 and on January 08, 2019 in the Production System. This Schema and Business Rules version is available for use in the ATS and Production System.

These Schemas and Business Rule are for Employment Tax Software Providers who will be supporting the 94x Online Signature PIN Registration Application in their software. Employers that want to sign and file their own employment tax returns electronically must complete the 94x Online Signature PIN Registration Application to become a participant in the Employment Tax Online Filer Program. Also, an Authorized signer of the Business entity must complete the 94x Online Signature PIN Registration Application 45 days in advance of the employment tax return due date, to allow time to timely file returns as required. The distribution of MeF Schemas and Business Rules is now through the Registered User Portal and your e-Services mailbox. This mailbox is part of the Secure Object Repository (SOR). Users will access their mailbox in their existing e-Services account to pick up the Schema and Business Rules packages.

To receive the distribution of Schema and Business Rule packages you must have an active e-Services account and be listed on an e-File application with the provider option of Software Developer. Your role on the e-File Application must be Principal, Responsible Official or a Delegated User with MeF authorities. If you are a registered user in e-Services and are listed on a State e-File application you will receive this distribution.

We encourage you to review your e-File application at this time to verify you have the appropriate role and to verify you have access to your e-Services account.

Note: You can access the login page, register for e‐services, reset your password and make changes to your existing account on e-Services Online Tools for Tax Professionals on IRS.gov.

The "Diff" Files for the 94x Online Signature PIN Registration Application identify the changes from the Continuous Use version (CU) CUv2.0 Schema package to the CUv3.0 Schema package.

Business Rules

The 94x Online Signature PIN Registration Application CUv3.0 Business Rules are available in two (2) formats that contain identical information: Adobe (.pdf) and Comma Separated Values (.csv).
